Overall, both custodial and non-custodial sentences are effective in different ways.

On the one hand, custodial sentences can provide different forms of rehabilitation for the offender and has benefits for the public. However, the cost and overcrowding due to custodial sentencing is unmanageable and reoffending rates are significantly higher.

On the other hand, non-custodial sentences do have some weaknesses of offenders failing to comply but overall are more effective for rehabilitation and reducing reoffending as well as bettering the offender.

To conclude, non custodial sentences are more effective as they are less costly and help towards several issues that custodial sentences face such as reoffending and overcrowding.
