States that the Philippines adapts the generally accepted principles of international law as part of the law of land. There are laws which are not present in the Philippines but observed in other countries - Diplomatic Immunity is a law which is practice in international law which we adapt
DOCTRINE OF INCORPORATION
Is the agency through which the will of the state is express, carried out, and formulated - It is an institution - It is an essential element of the state, it is permanent
GOVERNMENT
Refers to the body of men, it is a group of individuals - Nasa kanilang kamay sa pansamantalang panahon ang pagpapatakbo ng pamahalaan - It is not an essential element of the state, it is temporary
