What is the Fundamental Problem of Causal Inference?
One can never see both quantities of causal effect problems at the same time. An international institution either exists or does not, etc.
What is a Causal Effect?
A problem where policy makers want to know if one variable (International Institution) has any effect on another (state behaviour)
Compliance
is when the actual behaviour of an actor conforms to rules
Non-compliance
is when actual behaviour of an actor departs from rules
What is the selection problem?
Because international institutions are mostly voluntary, states get to select the content of the rules they wish to be bound by
What is observational equivalence?
It’s when two hypotheses of state behaviour has observationally equivalent results
What is depth of cooperation?
The extent to which [an institution] requires states to depart from what they would have done in its absence
