Analysis: to understand the underlying conditions creating the problem by learning everything possible about the players, incidents and history about the problem

To develop custom made responses based on the analysis of the problem

To measure the impact of the response of the problem.
Assessment allows the problem solver to determine what affect the response had on the problem
