What is an ICZM?
A
A strategy that involves managing whole sections of the coast. This is because human actions in one loads affect the other places along the coast and because sediment moves in sediment (littoral) cells.

A
Where the costs and benefits are lemons and can be given monetary value (e.g. building costs)

A
Where costs may be difficult to assess but are important (e.g. the visual impact of a revetment).
