Definition of Hazard
A condition with the potential to cause personal injury or death, property damage, or mission degradation.
Flight Planning Requirements
Responsibility- HAC is responsible for the safe/orderly conduct of the flight
Authorized- Flight is authorized
Wx and Balance- Forms as required, are filed
Flight Planning- Adequate flight planning completed
Wx and Fuel Planning- In accordance with directives
Pax- Briefed and manifested
Instrument Rating- Each HAC has valid inst rating if any portion of the flight is IMC or under positive ctrl
Each pilot has a wx brief.
Min Fuel Requirement
All aircraft shall carry sufficient usable fuel, considering all meteorlogical factors, and mission requirements as computed:
1) If alternate is not required, fuel to fly from T/O to destination airfield plus 10% of planned fuel reqs
2) If alternate is required, fuel to fly from T/O to the approach fix serving the destination and thence to an alternate airfield plus 10% of planned fuel requirements
3) In no case shall the planned fuel reserve after final landing at destination or alternate airfield, if one is required, be less than that needed for 20min computed at fuel consumption based on operation at planned flight altitude.
Requirements to be a HAC
- Completed requirements for and posses to an advanced degree the knowledge, proficiency, and capability of a second pilot.
- Min 500 total flight hours
- Min 150 rotary wing flight hours
- Demonstrate the ability to command and train officers and enlisted members of the crew
- Demonstrate the qualities of leadership required to conduct advanced base or detached unit operation as OIC when such duty is required.
- 100 days at sea and 100 boat deck landings (SOP)
Pilot in Command Definition
The pilot assigned responsibility for safe and orderly conduct of the flight
When can you land at civil airfields?
- Meet airfield operating requirements
- Meet PPR requirements
- Listed in DoD En Route Supp
- Adds value to training
- In the interest of government and taxpayer
Operational Necessity Definition
A mission associated with war or peacetime operations in which the consequences of an action justify accepting the risk of loss of aircraft and crew
When are naval humanitarian operations authorized
Authorized in emergencies such as forest fires, SAR, major calamities, and for humanitarian reasons involving life threatening circumstances.
Who needs to be notified of humanitarian aid operations?
CNO or CMC, as appropriate, and responsible local commander, without delay in action when time is an essential factor.
Humanitarian Aid operation guidance
Squadron commanders and officers in charge will operate under direction of the assigned JSF Commanders per combatant commander policy/guidance.
Takeoff Minimums
Published minimums for the NPA, but no less than 300-1
With precision approach, equal to the PA for landing runway in use, but no less than 200-1/2 or 2400’ RVR
IFR Filing requrements
*Destination is 0-0 to = 3000 - 3
*Destination is published mins to <3000 - 3: alternate must be mins plus 300-1 for NPA
OR mins plus 200-1/2
*If destination is >3000-3: Alternate is not required
ELVA Definition
Emergency procedure used with air capable ships when approach minimums are <200-1/2
Operations outside of published hours and closed tower airfield ops
1) Airfield CO can extend operating hours beyond published in the Digital Airport/Facility Directory without opening the tower.
2) Can operate from closed tower airfields when both the airfield CO and aircraft reporting custodian specifically authorize
3) Can operate from closed tower airfield without crash crew presence if authorized by aircraft reporting custodian and airfield CO
Closed Airfield Operations
Prohibited from taking off or landing at closed airfields except in the case of an emergency.
