What does the European Emissions Trading Scheme (ETS) aim to do and how?

A

It aims to cut emissions by placing a limit on the total amount of GHGs emitted. It controls emissions through carbon credits which can be bought and sold. It gives incentives for companies to invest in cleaner technology.
