-appointed Butler as chancellor, he would help gov. to avoid social and industrial conflict

what were the drawbacks of his leadership?
-was ill and rarely present
-cared more about international affairs than home affairs
-Butler, Eden and Macmillan didn’t get on well
-Churchill and Eden had tensions
-left day to day running to deputies

-he helped to boost conservative popularity
-he allowed his cabinet to make good decisions while he was away which kept the party stable
