Before the certificate or license expires, including all continuing education hours before December 31st of the expiring year. Otherwise renewal cannot be submitted and the applicant must apply for a new certificate/license.
- ) You cannot work under an expired certificate or license.Businesses are not allowed to renew if they fail to possess valid liability insurance, workers comp, or do not have a QAL.
- ) Some certificate and licenses require annual registration with the CAC.
Grounds for Denying, Revoking, or Suspending any DPR Certificate or License.
DPR is authorized to take action when it is found that an individual or business:
- ) Make any false or fraudulent records or reports
- ) Fails to adequately supervise the use of a restricted material.
- )Fails to comply with the laws and regulations governing pesticides and use.
- )Is not a QAL or PCA applicator.
- )Does not hold an appropriate commercial pilots certificate.
- ) Has violated any provisions of the laws and regulations pertaining to pesticides, DPR or CAC.
- ) Fails to notify DPR, in writing, of any change of address.
- ) Make false or misleading statements regarding pest control work.
- )Fails to make recommendations in writing.
- ) Fails to pass exam.
- ) Makes a recommendation in a category in which he or she is not licensed.
Qualified Applicator Certificate (QAC):
Must posses a QAC before using or supervising the use of restricted materials pesticides.
Maintenance Gardener QAC is not authorized to purchase, apply, or supervise application of restricted materials.
Qualified applicator License (QAL)

Required for the person who is responsible for supervising the pest control operations of a licensed pest control business whether restricted materials or general use pesticide are being used. A person with this license may also use or supervise pesticides under a licensed Maintenance Gardener pest Control Business.
Requirements
- Pass Laws and Reg Test
- Additional category examination depending on type of pest control conducted.
Continuous Education
- Complete 20 hours of DPR approved pest management and instruction within 2yrs.
- At least 4hrs. pertaining to laws and reg.
- No grace period.
Exceptions
- QAL H-Seed Treatment Pest Control-4 hrs DPR approved instruction within 2yrs.
- At least 2 hrs. pertaining to laws and reg.
- QAL M, N, P-Antifouling-tributylti; Sewer Line Root
- Control; and Microbial Pest Control Categories
- 8hrs. DPR instruction, within 2 yrs, 2hrs. of laws and reg.
QAL responsible for pest control business, must register business with each CAC where they plan to work. Most counties require a fee, with an annual fee.
Pest Control Aircraft Pilot Certificate-(PCAPC)
Requirements
1.)DPR Pest Control Aircraft Pilot Certificate
2.) Commercial FAA pilot’s certificate
3.) Medical certificate issued by the FAA
4.) Meet all other FAA req.
There are two types of pilot certificates: Apprentice and Journeyman. In order to earn one must pass exam and demonstrate
1.) Ability to legally and safely conduct aerial pest control operations.
2.)Knowledge of the nature and effect of aerial pest control.
3.) Pass laws and reg exam, the Apprentice Pilot Exam, and the Journeyman Pilot exam.
- ) Minimum Requirements for the Apprentice Pilot.
2. ) Minimum Requirements for the Journeyman Pilot.
1.) Must pass apprentice exam conducting all pest control activities under the direct supervision of someone who holds a valid journey man certificate.
2.) One year as an Apprentice Pilot. 150 hours of pest control in a fixed-wing aircraft or 50hours of pest control in a non-fixed wing aircraft with two years. Signed statement of supervision from mentoring journeyman

- ) Pilot’s operating a pest control aircraft must use closed systems when transferring, mixing, or loading liquid pesticides that contain the signal word “Danger/Poison” or “Warning, or contain organophosphates or carbamates.
- )Journeyman pest control pilot must register name with CAC where work is intended. Name of the journey man must also be listed on the apprentice pilots county registration. Annual registration required.
- ) PCAPC require a minimum of 20hrs DPR approved pest management instruction. At least 4hrs pesticide laws and regulation, 4hrs. aerial application equipment and techniques. No grace period.
Denial, Revocation, Suspension of PCAPC
DPR can do any of the following if the pilot
- ) Is not qualified
- ) Does not hold a valid/appropriate PCAPC and a current FAA medical certificate.
- ) Violate any laws and regs pertaining to safe pesticide use.
- )Has not complied with any CAC order.
Agricultural Pest Control Adviser (PCA):
Q3.13
- ) Can provide pest control recommendations concerning any Ag. use.
- )Offer oneself as an Ag. pesticide authority
- )Solicit services or sales for Ag. use.
Exemptions: Following are exempt from PCA licensing requirements.
- )Official of federal, state, and county departments of Ag.
- ) University of California personnel for recommendations on specific parcels.
Minimum Qualifications-PCA
County Registration
- ) Pass core Laws and Regulations exam, and one pesticide category.
* PCA’s are only authorized to make written recommendations in exam categories passed.
Must register with CAC in counties where work is intended by the address on your PCA license.
1.) On registration indicate locations where written recommendations will be
available for review.
2.) Annual fee required
Written Recommendations
1.) Make all ag. use recommendations in writing.
2.)Sign and date on copy or each written recommendation and furnish it to the operator of the property prior to application.
3.)Furnish a copy of the recommendation to the dealer and the applicator prior to the application.
Also includes,
4.)Name and dosage of each pesticide to be used or description of the pest control method.
5.)Accepted common name of the pest to be controlled.
6.)Owner or operator of the property
7.)Acreage or other unit to be treated and its location
8.)Commodity, crop, or site to be treated.
9.) Suggested schedule, time, or conditions for the pesticide application/control method.
10.)Warning of possible damages by the pesticide application
11.)Total acres or units to be treated.
12.)Concentration and volume/acre or other unit.
13.)Worker restricted-entry interval if one is established; pre-harvest interval; and label restrictions on use or disposition of the treated commodity.
14.)Criteria for determining the need for recommended treatment.
15.) Certification that alternatives and mitigation measure have already been considered and adopted if feasible.
16.)Signature and address of the adviser, the date, and the name and address of the business the adviser represents.
*Adviser must retain a copy of each written recommendation for one year following the date it is signed.
PCA-Continuing Education
Denial, Revocation, and Suspension of PCA
- )Minimum of 40 hrs of DPR- approved pesticide management instruction with two yrs.
- ) Atleast 4 hrs. pertaining to Laws and Regulation
- )No grace period.
May happen under the following circumstances
- ) Failure to put recommendations in writing
- )Making false statements in the recommendation
- ) Violating applicable state or federal law, or those adopted by CAC.
- )Failure to pass examination
- )Making recommendations in categories that have not been tested and passed for.
* The adviser may submit a written appeal to DPR within ten days of action made against him/her.
Pest Control Dealer Designated Agent License:
Pest control dealers must have a valid Pest Control Dealer Designate Agent License
Minimum Qualifications:
Pass law and regulation exam.
No continuing education required.
Pest Control Dealer License:

Any person or business must hold a valid DPR pest control dealer license before:
If there are multiple dealer locations, they must have a license for the principal location and each branch location. If the pest control business sells only what they apply then a pest control dealer license is not necessary.
*Pest control dealers are not required to register with he CAC.
- )Selling to users any pesticide for an ag. use
- )Selling to users any method or device for controlling Ag. pests, such as biological agents, lures, or insect traps.
- ) Soliciting sales of pesticides by making Ag. use recommendations through field reps
- )Selling any restricted use pesticide or restricted material that requires perm or QAL
Minimum Requirements and Designated Agent

Must submit an application and fees to DPR. Application must show that one has a qualified individual responsibility for actively supervising all sales and operation activities at the dealers location referred to earlier and must have one of the following
