They restricted between the colonies and England to English ships only. They also stated that European goods consigned to America had to land first in England, where custom duties could be collected. Also, some products (enumerated goods) could be shipped only to England. They were enacted in 1650.

It could void colonial laws, although this privilege was used sparingly.
