Basic elements are: rule of law, constitutions, electoral representation (John Locke - believed)
Measuring democracy: Specialist assessments every year, every country (Polity IV, and Freedom House)
Democracy more likely to break down in poverty.

see slide/link. After Samuel Huntington, many political scientists believe that there were three waves of democratization in recent history.
1. First wave (early 1900) during suffrage that gradually reached a group of disenfranchised citizens, ex approximately 20 democracies in the world
2. Second wave (After WWI) during rise of fascism and communism, grew until the end of WWII; after the allied victory in WWII and culminated around 1960 with 30 democracies.
3. Third wave (1970s- 1980s) with democratization of Latin America and the fall of the Berlin Wall. Approximately 60 democracies in the world.

A

Authoritarian government. They have elections with limited rights. Tightly controlled; or opposition to power. Managing democracy. Malaysia, Singapore and Egypt Ex. Russia. . Anyone opposes aren’t allowed to vote. Outside of elections, liberal rights are not strongly respected. See video link.

Authoritarianism government

A

Form of government that claims unlimited authority and is not responsible in any way to citizens’ input.
- Theocracy. Religious figures in control of government. Kleptocracy cult of personalities- to enrich themselves.
- Dictatorships, One-party regime. - - Monarchy - Hereditary principle of unlimited authority.

A

Commitment to rights means continuous competitive elections
Aggressive leaders and voters; rights must be protected from elections.
Rights equal to open space for participation and contestation, protection from majority domination.
Full liberal-democratic model difficult to construct and maintain.
Strength- Rational-legal model that means rights maintained regardless of whose in power.
