Chapter 5 Flashcards
The designated crowd control line surrounding the Hazard control zones. ( keeping public from the cold zone ) is called what ?
The Isolation perimeter
Designation of areas at a hazardous materials incident based on safety and the degree of hazard. ( hot, warm, cold ) are called what ?
Hazard control zones
The control zone immediately surrounding the hazardous materials incident that extends far enough to prevent adverse effects to persons outside the zone is called ?
The hot zone
The control zone in which personnel and equipment is decontaminated and hot zone support takes place is called what ?
The warm zone
The areas at a Hazmat incident that contain the IC and other support functions is called ?
The cold zone.
An area of refuge is considered what ?
An area within the hot zone where personnel are controlled until they can be decontaminated, treated, or removed from within the hot zone
A strategy used by IC to protect the general public from a hazmat is called what ?
Public protective action. It can consist of 1) protect in place2) evacuation 3) a combination of 1 and 2
What is a controlled relocation of people from an area of danger to and safer area ?
An Evacuation.
What are six major tasks of site management ?
1) assume command and establish control
2) ensure safe approach positioning of emergency resources
3) establish staging.
4) establish isolation perimeter
5) establish hazard control zones ( hot warm cold )
6 initiate public protective actions if needed based on size up
What are basic rules for approach and positioning ?
- approach from uphill upwind. Keep in mind weather patterns and that weather can change
- look for physical Hazmat clues.
• try to account for what could happen in the future. ( will it run, spill, burn etc)
What is an ideal staging location ?
- close enough to the isolation perimeter to lower response times, far enough away to allow resources to remain mobile for a tactical assignment.
Who is allowed into the Hotzone ?
Those “players” who are:
- dressed to play
- trained
- medically able
- have backup capability ( two in, two out )
- decon is established
- have an entry plan and a safety officer
What factors should affect the decision for the size of hazard control zones ?
- flammability
- oxygen
- toxicity
- radioactivity
How does law enforcement play a role in scene security ( broad sense ) ?
They must be coordinated through the IC. Often used for a larger crowd/ area to be controlled ( closing roads out and in ) city block perimeter etc.
Often used in conjunction to Hazmat team to “make safe”
What is a common misunderstanding with regard to PPA’s?
That only one choice is made. As the situation develops, PPA strategies may need to adapt or use parts of both
