What are six major tasks of site management ?
1) assume command and establish control
2) ensure safe approach positioning of emergency resources
3) establish staging.
4) establish isolation perimeter

6 initiate public protective actions if needed based on size up
What are basic rules for approach and positioning ?
- approach from uphill upwind. Keep in mind weather patterns and that weather can change
- look for physical Hazmat clues.
• try to account for what could happen in the future. ( will it run, spill, burn etc)
What is an ideal staging location ?
- close enough to the isolation perimeter to lower response times, far enough away to allow resources to remain mobile for a tactical assignment.
Who is allowed into the Hotzone ?
Those “players” who are:
- dressed to play
- trained
- medically able
- have backup capability ( two in, two out )
- decon is established
- have an entry plan and a safety officer
What factors should affect the decision for the size of hazard control zones ?
- flammability
- oxygen
- toxicity
- radioactivity
How does law enforcement play a role in scene security ( broad sense ) ?
They must be coordinated through the IC. Often used for a larger crowd/ area to be controlled ( closing roads out and in ) city block perimeter etc.
Often used in conjunction to Hazmat team to “make safe”
What is a common misunderstanding with regard to PPA’s?
That only one choice is made. As the situation develops, PPA strategies may need to adapt or use parts of both
What are some factors the IC needs to consider when deciding on a PPA?
- Hazmat involved
- population at risk and resources required based on that pop.
- time factors involved in release.
- effects of weather on situation
- capability to communicate with the population that is affected
- availability and capability of Hazmat responders
What is protect in place ?
Also called shelter in place, it directs those affected by an incident to go ( or remain ) inside a building, seal it up to the best of their ability and wait there until the danger has passed.
Protective actions - levels are what ?
Predetermined actions to be taken in certain situations. Often provided by large scale industry to employees and contractors. Can be used by the IC as guidelines.
What are some examples of alerting and notification methods ?
- door to door
- loudspeakers or public address systems
- tone alert radios ( used by industry to alert nearby residents )
- EAS
- cellular networks
- weather radios
- commercial tv
- social networks
- sirens and alarms
- helicopter loud speakers
- electronic billboards
