Cities like Detroit happen to be bankrupt in some situations and have increased prices on stock and unaffordable mortgages for housing. Also, the wealthier population has left to live somewhere, which leaves the poorer part by themselves to struggle.

Informal - an unofficial and unregulated economy, where no records are kept. People in informal employment have no contracts or employment rights; self employment e.g. marketing
Formal - an official economy and meets legal standards for accounts, taxes, and workers pay and conditions.
