What is the purpose of periodically inspecting explosives areas and PES?
To ensure that MOD Explosives Regulations are being complied with and that explosives facilities are fit for purpose.
Why is compliance with the terms of the Explosives Licence essential?
Should the permitted quantities be exceeded, or unauthorised operations carried out, the risk of propagation of fire or explosion between PES may be significantly increased.
What would be the consequences of a PES being allowed to physically deteriorate?
There may be an increase in the hazards to the explosives stored. The PES will present a greater hazard to personnel and property at an ES and the Explosives Licence may have to be suspended or withdrawn.
Inspections fall into what 5 categories?
1) Internal, conducted by the unit/establishment under the auspices of the HoE
2) Specialist Inspections conducted by the appropriate authorities
3) External, conducted by IE staff
4) External, conducted by CIE (MOD) staff
5) those conducted by the HSE.
What should be recorded in the PES Log Book?
The results of any inspections, defects/damage to buildings and equipment.
When should the PES Log Book be examined by the ESR?
At not less than 3 monthly intervals.
What should the ESR do about any outstanding works services?
Bring to the attention of the HoE in the form of a computer printout.
What should IE inspectors check with regards to work services?
The efficacy of the unit measures for scheduling repairs to the PES.
What is the effect of prolonged PES unserviceability?
May result in constraints against the future use of the structure or the withdrawal of the Explosives Licence, particularly if the structure is compromised.
What Specialist Inspections are to be carried out on PES and at what periodicity?
1) Lightning Protection System (LPS)
2) Electrical Installations
3) Conducting/Anti-Static Floors
4) Installed Lifting Appliances
5) Building and Civil Engineering Inspections
Technical Inspection 2 yearly
Professional Appraisal 5 yearly
Where must Specialist Inspections be recorded?
In the PES Log Book.
How long should copies of test certificates be retained?
A minimum of 11 years.
