What was the dual authority?

Who was in the Provisional Government?
. Influential elites and those who had formerly favoured constitutional monarchy
. Liberals, moderate socialists, Kadets
Who was in the Petrograd Soviet?
. Workers, soldiers, peasants
. Mensheviks
. Socialist Revolutionaries
. Some Bolsheviks
What did the Provisional government promise?
. There would be general amnesties for prisoners, civil liberties, and freedom to organise trade unions and to strike
. There would be an election of a Constituent Assembly

Why was the PG undemocratic?
Elections kept being postponed
Why was it hard to get policies passed or get things done?
. There were many disagreements in the dual authority
