addressing challenges which result in a strategy,
pattern of planned HR activities to enable org to meet goals

- where to compete (geo areas, brick and mortar)
- how to compete (what customers need/value)

deciding on a strategic direction by defining a company’s missions, opp&threats, strengths/weaknesses

How do you implement strategies?
- know strategic goal (identify goal behaviours)
- select precise options to match strategic behaviours
- keep in mind org’s higher level directional strategy
