Canada Health Act (PADAPUC)
Public Administration: must be administered on non-profit base
Accessibility: provided when and where available
Portability: if resident moves, old province must cover
Universality: residents are entitled to any insured health service provided
Comprehensiveness: Health-care plan must cover all insured services
Health Act does not cover:
- cosmetic surgery
- Dental services
- Eye examinations, glasses
- Prescription drugs
- Alternative medicine (chiro, pT)
Positives of Canadian Health Care System
- High quality of professionals, places, and equipment
- Relatively equal access
- High quality of care
- Resources
- Low IMR and good longevity statistics (life expectancy)
Negatives of Canadian Health Care Systems
- Rising costs
- Long wait times
- Accessibility in some regions
- Need more doctors
- Etc.
What model is Canadian medical care system?
welfare-state model, so government is responsible for the welfare of its citizens. Treated like education and roads - government provides them to all citizens
Canada vs. USA
- In Canada plan is paid for with public funds
- In USA, it is a patchwork of mostly private with some public support for specific groups. Private funding is usually paid by employer and is a tax free benefit
- Per capita spending is higher in USA compared to other developed countries with publically funded program
Medical Rights:
- Access their records and to have those records kept private
- Receive treatment that provides reasonable degree of care
- know about potential dangers/benefits of any treatment
- Receieve competent diagnosis and treatment
- Designate a person to make your decisions if you cannot
America’s System?
Two tier system
-Private
Fast, access to state of the art medicine, requires insurance or will be very expensive
-Public
Supported by taxes, medicaid, medicare
Extra Billing?
when a health care practitioner requires the patient to pay a fee in addition to the fee the practitioner receives from the provincial health insurance plan.
Co-Payment?
a payment made by a beneficiary (especially for health services) in addition to that made by an insurer.

- 2007- 64,000 physicians in Canada
- 192/100,000 people
- 51% family physicians
- Pay license fee to provincial college of physicians and surgeons
Demographics of Canadian Nurses?
- 2009-350,000 regulated nurses in Canada
- Registered nurses: 76%
- Licensed practical nurses (LPN): 22%
- High turnover rate
