– Allocation (sometimes inadvertently) of recreation resources to those individuals or areas that pay the most taxes.

Allocation of recreation resources based solely on “user-pay” model (meaning user pays 100% of all costs).
Market (least-cost)
Allocation of recreation resources based on delivery at the lowest cost possible (e.g., new park goes where land is the cheapest).
