Explain the difference in Systemic needs of an incident and the Individual needs of an incident.
Systemic needs can be addressed through the development of programs to eliminate or reduce risk. (ie bicycle helmet safety program). Most often identified at the department/community level.
Individual needs are just that, the fire departments is identifying that need (child abuse, heating assistance, elder care). Typically a program already exists, the officer’s role becomes helping connect the citizen with the community resource.

A comprehensive program directed at injury prevention developed by the NFPA. Its a school based program that links teachers, safety experts, and parents. The program gives children and families the skills/knowledge they need to create safer homes and communities

Community Emergency Response Team CERT
developed and first implemented by LAFD in 1985, CERT helps citizens understand their responsibilities in preparing for disaster and increases their ability to help themselves and others. Provides basic training that allows citizens to function for 72 hours after a catastrophic event.

What are the Sessions in a Cert course and how are they delivered?
The CERT course is delivered in nine 2.5h sessions given one evening per week.
- Disaster Preparedness: addresses hazards to which people are vulnerable and what to do before, during and after.
- Fire Safety and Utility Control: Fire chemistry, hazmat, fire hazards, and suppression strategies, use of extinguishers.
- Disaster Medical operations: airway obstruction, shock
- Disaster Medical Operations 2:head to toe assessment, medical treatment area, basic first aid
- Light Search and Rescue Operations: search and rescue planning, size-up, search techniques, rescue tech.
- CERT Organization: organization and management principles
- Disaster Psychology: covers signs ands symptoms victims and workers may have
- Terrorist and CERT: overview of terrorism and WMD
- Course Review and Disaster Simulation: review answers from take home exam practice skills
