In your own words explain Lincoln’s plan for Reconstruction.
- Southern states would be pardoned if they repealed the Ordinance of Secession.
- Southerner’s would take an oath of loyalty to the US.
- After enough people took the oath, the state could form a new state government.
- The state would have to ratify the 13th amendment, outlawing slavery.
- The state would rule secession null & void.
