S1 からといって、S2 とは /とも かぎらない
Sentence 1 takes the plain form.
This form is used to indicate that it is not necessarily correct to say ”if X is realized, Y will happen”
Latter sentence 2 will be in an negative form “わけではない” ”とはかぎらない” ”必ずしも・・・ではない”

むしろ
むしろ is a conjunction word meaning ”rather”.
it can be used as a adverb like ”I rather verb&adjective”
When it is used a s conjunction word, むしろ can only come at the beginning of sentences, just like
other Japanese conjunction words like でも, そして.
文法4
〜たりすると
We have learned V1たり、V2たりする (do A, B, and so on), but this 「たり」 means
“if it happens to …, then the result will be ….”
Meaningwise, it is very similar to 「たら」

をとわず
Nounを問わず means ”regardless Noun”
