✓ The highest law is the law of self-preservation. Man naturally reacts to protect himself, his family, his honor, freedom, liberty and property from danger, threat or hazard. It became an unwritten law of the early Filipinos to protect themselves and their property against the natural and manmade hazards.
NATURAL AUTHORITY
✓ The prime duty of the Government is to serve and protect the people. (Art. II, Sec. 4)
The government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, or to render personal military service.
