Bureaucrat

Filling the bureaucracy with supporters as reward, discarding the use of the merit system
Pendleton Act
An act made by Congress that made the U.S Civil Service Commission that controls hiring, promotion, and tenure
Federal Civil Service
The bureaucracy except the armed forces which all merit-based
Merit system
Hiring system which is used as testing competitively for certain qualifications
Iron triangle
Permanent coordinated system that has internet groups, the bureaucracy, and Congress which all work to achieve policy goals
Issue network
More updated version of the iron triangle that is temporary only for the use of problems arising, in which interest groups, policy advocates, and policymakers influence the law
Implementation
Putting laws Congress passed into action, done by the bureaucracy
Bureaucratic discretion
Bureaucrats given the choice to decide how the law meant by Congress and how it should be implemented
Regulation
The federal bureaucracy making a set of rules for a law
Bureaucratic adjudication
The federal bureaucracy acts like a court to settle disputes between parties over implementation
