Policy agenda
list of subjects or problems to which government officials and people outside government pay serious attention
through agenda-setting process long list of possible subjects/problems is narrowed down
What does the rational model tell
What is important will be taken up by policy makers and politics
Hall model
There are three important elements, if they are high the issue get on the government agenda:
1. Legitimacy
2. Feasibility
3. Support
Legitimacy, Hall model
issues with which gov’s feel they should be concerned and in which they have a right to intervene (have to)
Feasibility, Hall model
Refers to potential for implementation (resources, personnel, infrastructure) (can we)
Support, Hall model
Refers to public support for, or public trust in government (will we)
Kingdon’s streams model
Three separate streams of processes:
1. Problem stream
2. Politics stream
3. Policy stream
Problem stream, Kingdon’s streams model
Defining certain condition as problem
Politics stream, Kingdon’s streams model
visible participants - politicians in power, interest groups - and hidden participants - specialist/expert
Policy stream, Kingdon’s streams model
selecting from problems and possible solutions using criteria such as legitimacy, support, feasibility, etc.
Policy window
Points in time when the opportunity arises for an issue to come onto the policy agenda and be taken seriously with a view to action.

Policy makers need to anticipate problems before crisis occur
