What is a policy problem
- Is the gap between the ideal world and current reality
- The reason for this difference should be unclear
- There should be more than one possible solution to the problem
Policy
A purposive course of action followed by an actor or set of actors in dealing with a problem or matter of concern/
Broad statement of goals, objectives and means that create the framework for activity. Often takes the form of explicit written documents, but may also be implicit or unwritten.
Policy instrument, means
Judicial: legislation
Economic: subsidies/taxes
Communication: persuasion
Modern: self regulation
Actors
Term used to denote any participant in the policy process that affects policy, including individuals, organizations, groups and even the government
Actors outside of government
Civil society organizations
Pressure/interest groups
Non-governmental organizations
Private sector companies
International organizations
Social movements
Level of society
