Safe Haven
“Safe haven” means a harbour or shelter of any kind which affords safe entry and protection
from the force of weather;
What is a small ship?
“Small ship” means a ship less than 24 metres in length (“length” having the same meaning as in the tonnage regulations).

• Small commercial vessel certificate - for pilot boats and small commercial vessels under 24 meters in length
• Sewage pollution certificate if have more than 15 persons on board
• Garbage management plan if have more than 15 persons on board
However, we need to know all the certs for up to 200gt for this CoC; therefore we need a working knowledge of:
• Certificate of registry
• Load line certificate - for passenger ships in non-UK waters, cargo ships, oil tankers,
chemical tankers or gas carriers and large commercial yachts over 24 metres in length (if built on or after 21 July 1968) or of more than 150gt and for passenger ships in UK waters over 80 net tonnes
• Tonnage cert
• Dangerous Goods Document of Compliance
• MLC Certificate
What certs required for 199gt vessel
certs for up to 200gt for this CoC; therefore we need a working knowledge of:
• Certificate of registry

Explain a load line certificate
International Load Line Certificate was signed in London on 5 April 1966, amended by the 1988 Protocol and further revised in 2003.
These limits are given in the form of freeboards the main objective of the Convention. Besides weathertight and watertight integrity.
Ships under 24m MGN 416
In (UK), non-pleasure vessel must under Merchant Shipping legislation hold a valid Load Line Certificate.
Alternative for small vessels are in the form of Codes of Practice.
These vessels are issued with Small Commercial Vessel or Workboat Certificates in lieu of the Load Line Certificate or Load Line Exemption Certificate.
The (MCA) Small Commercial Vessel Codes of Practice apply to UK vessels of up to 24 metres Load Line length (and vessels less than 150GT built before 21 July 1968) that are:
• pilot boats of any size on any service; or
• non-pleasure vessel;
• carry cargo;
• carry not more than 12 passengers;
• provide a service.
These vessels are normally surveyed and issued with certificates by an MCA appointed Certifying Authority.
The Certificates are acceptable to the MCA wherever the vessel operates, provided the vessel continues to meet the conditions of the Certificate.
Explain the categories for a small work boat (Area of operation)
Small Vessels in Commercial Use for Sport or Pleasure, Workboats and Pilot Boats MGN 280 or Workboat code edition 2
• Area Category 6 - to sea, within 3 miles from a nominated departure point(s) named in the certificate and never more than 3 miles from land, in favourable weather and daylight;
• Area Category 5 – to sea, within 20 miles from a nominated departure point named in the certificate in favourable weather and daylight;
• Area Category 4 - Up to 20 miles from a safe haven, in favourable weather and in daylight; Area Category 3 - Up to 20 miles from a safe haven;
Area Category 2 - Up to 60 miles from a safe haven;
Area Category 1 - Up to 150 miles from a safe haven;
• Area Category 0 – Unrestricted service.
Depending on the nature of the vessel and its use, a vessel may be restricted to less than the above specified limits. Such a restriction should be recorded on the Small Commercial Vessel Certificate for the vessel.
A pilot boat should have a valid Pilot Boat Certificate (or Pilot Boat endorsement of a valid Small Commercial Vessel Certificate) allowing it to operate in the area(s) in which it provides a pilotage service, including areas which are not to sea.
What is MGN 416
MGN 416 - Load Line Certificate.
In UK, vessels non-pleasure must hold a Load Line Certificate.
Alternative for small vessels is Codes of Practice
Can issued with Small Commercial Vessel or Workboat Certificates
in lieu of the Load Line Certificate or Load Line Exemption Certificate.
UK Load Line Exemption (UKLLE) Certificates might be accepted by other Maritime Administrations.
These certificates can only be issued by the MCA.
Where the skipper hold Certificates acceptable under the Codes of Practice which
are not considered appropriate by a Port State Authority, owners and operators should
consider using the Master 200gt CoC issued in accordance with the 1978 STCW Convention
Which vessels require to comply with MLC
All vessels of 500GT and over.
Vessels of less than 500GT may voluntarily apply to avoid Port State Control complications when operating overseas.
Such certificates may only be issued to UK vessels by the MCA.
MLC compliance is a requirement for vessels less than 500 gt that operate outside UK waters and more than 60 miles from a UK safe haven, and all non UK vessels operating in UK waters.
What proves the owner will pay for a sick crew member
Certificate of financial responsibility towards crew liabilities
subject to MLC are required to display onboard in conspicuous place:
• Shipowners’ liabilities for repatriation of crew, essential needs such as food, accommodation and medical care.
• Contractual payments for death or long-term disability due to an occupational injury, illness or hazard.
The shipowner must provide a contract of insurances or other forms of financial security which provides financial assistance to seafarers who are abandoned by the shipowner.
Compensation for sickness, injury or death in service
Where compensation amount payable is set out in the SEA, must be paid within 14 days of the financial security provider being satisfied that the shipowner concerned is liable to pay compensation.
What certs under Marpol do we need ?
MARPOL
Guidance given in MGN 631
International Sewage Pollution Prevention Certificate Annex IV, Regulation 5
• Ships of 400gt and above
• Ships of less than 400gt that carry more than 15 persons
Validity 5 Years subject to:
Initial survey and Renewal survey 3 months before the expiry date
Garbage
The disposal of garbage into the sea is prohibited by the Merchant Shipping Regulations, SI 2008 No. 3257. Arrangements for the retention of garbage on board and for discharge to shore should be provided.
Every vessel over 12m in length overall must display placards
Every vessel over 100 Gross Tonnes or certified to carry 15 persons or more must carry a Garbage Management Plan.
What does an international sewage pollution prevention certificate certify?
• Ship is equipped with a sewage treatment plant or comminutor or holding tank and a discharge pipeline, as described in the certificate
• That the ship has been surveyed
• That the survey shows that the ships structure, equipment, systems, fittings, arrangements and material are satisfactory and that the ship complies with MARPOL Annex IV
Who does the surveys?
Flag or Classification societies or at the MCA’s request, surveyors of other SOLAS contracting states may also carry out surveys.
What is the wreck removal certificate
Wreck Removal Convention Certificate (Nairobi Convention)
vessel of 300GT and over to maintain insurance or other financial security to cover the costs of locating, marking and removing of wrecks.
Any seagoing vessel of 300GT and over is required to carry a certificate issued by a state party to the convention attesting that the necessary insurance is in place.
