When would a dog from a highrisk country be denied entry?
- Dog is less than 6 months old.
- Dog is not microchipped.
- Dog does not arrive at an approved POE for its situation .+
- Dog does not match the US -issued RVC or CDC Dog Import Permit presented upon arrival or if document are expired.
- If importer did not make a reservation at a CDC Approved Animal Care Facility (if attempting to enter through Option C).
- If CDC-approved animal care facility determines dog has an invalid
RVMR (if attempting to enter through Option C).
Describe CBP’s role as CDC’s public health partner at ports of entry (POE)
- Assist CDC Port Health Stations with recognizing certain ill travelers.
- Notify CDC of potential public health concerns.
- Enforce CDC requirements on medical exams and regulated items.
- Temporarily detain travelers/importers for further assessment.
- Provide law enforcement if CDC Port Health Stations staff must board a plane or a quarantine or isolation order is issued.
What are the 3 potential categories of public health concerns CDC asks CBP to look for at the POE?
People who meet CDC ill traveler criteria or are on public heath lookouts
* Invalid medical exams/packets or medical exam/packets with Class A or B conditions
* CDC-regulated items (sick or dead CDC -regulated animals or items without appropriate paperwork)
You should contact CDC regarding an ill traveler if they show what signs and
symptoms?
Fever, skin rash, persistent vomiting, persistent Coughing, difficulty breathing, headache with stiff neck, new unexplained bleeding, decreased consciousness or confusion, or fever for 48 hours
What should you do if a traveler who comes to your booth is coughing?
Use RING. Find out if they have a fever, isolate at least 6 feet away from you and provide a mask, notify your supervisor and CDC, and give support to CDC as needed.
What should you do if you get a Public Health “PH” hit (otherwise known as a
Public Health Lookout)?
Use RING. Never admit a person with a PH status TECS-mod hit without consulting the CDC and your supervisor.
Where should a refugee with a medical exam packet be referred to?
Immigration Secondary
When should a CDC -regulated item be referred to secondary?
- If a live animal does not meet entry requirements
- If there is no statement/proof that an item is not infectious
- If there is missing or suspicious required paperwork
What is required to import a dog?
Healthy AND…
AND
- A verbal or written statement indicating dog is from a rabiesfree or low-risk country for past 6 months or since birthOR
- If from high-risk country or has been in ahigh-risk country during past 6 months, must:
* Be at least 6 months old AND
* Be microchipped AND
* Have one of the following:
- Valid US-issued rabies vaccination certificate (dog must arrive at one of 18 airports with a CDC Port Health Station) OR
- Valid CDC Dog Import Permit obtained before arrival (dog must arrive at one of 18 airports with a CDC Port Health Station)OR
- A reservation at a CDC Approved Animal Care Facility
