take reasonable steps to ensure principal designer & principal contractor meet their duties
ensure construction phase plan is drawn up before construction starts
ensure principal designer prepares an H&S file
if a notifiable project, notify HSE & display on notification on site
ensure H&S file is passed on if client no longer has interest in structure
Duties retained by domestic clients
appoint principal contractor where there’s more than one contractor
appoint principal designer where there’s more than one designer
other duties transfer to principal designer, principal contractor or contractor as appropriate
Designers
prepare drawings, design details, calcs, material specs, , quantities
architects, structural engineers, building surveyor, quantity surveyor, interior designer
Designers duties
not accept an appointment unless they have skills, knowledge, experience to fulfil role
not start work unless client is aware of client duties
apply principles of prevention
provide info to principal designer ref residual risks
ensure residual risk info inc in H&S file
provide info to assist client, other designers, contractors
ensure info is comprehensible and provided as soon as practicable
cooperate with others on project
report H&S issues to person in control of project
Principal designer
has control over pre-construction phase of project
Principal designer duties
not accept an appointment unless they have skills, knowledge, experience to fulfil role
plan, manage, monitor, coordinate pre-construction phase without risk to H&S sfarp
apply principles of prevention
identify, eliminate, reduce risks relate to construction, maint/use of structure
ensure designers comply with duties
ensure cooperation & coordination
cooperate with others
assist client in providing pre-construction info
prepare, review, revise, update H&S file and pass to client at end of project
liaise with principal contractor
cooperate with others on project
report H&S issues to person in control of project
Principal contractor
responsible for planning, managing, monitoring, coordinating construction phase to ensure construction without H&S risk sfarp
Principal contractor duties
not accept an appointment unless they have skills, knowledge, experience to fulfil role
plan, manage, monitor, coordinate construction phase without risk to H&S sfarp
draw up construction phase plan - review & revise as necessary
apply principles of prevention
liaise with principal designer
organise cooperation / coordination of contractors
display HSE notification
prevent unauthorised site access
provide site inductions
provide & maintain welfare facilities
provide info for H&S file to principal designer
