Too much air, noisy pilot, burr in oriface
What can cause yellow flames
Everything
Lack of air, air opening clogged, burner ports blocked, misaligned or dirty oriface, blocked flue, oriface too large, incorrect gas
What can cause fluctuationing flames
Unsteady gas pressure, orifice blocked by dirt, defective gas valve
