The INCIDENT CONTROLLER or OPERATIONS OFFICER

When would and who initiates the implementation of the Stage 2 BA Control board?
The Incident Controller or Operations Officer will initiate Stage 2 Operations
Where there are;
More than 2 entry points- Individual stage 2 boards may be set up at each point if there is great distance to be traveled
The scale of operations may be protracted
Greater control and supervision is required
More than 12 BA wearers
Long Duration Sets are being used
How do you transition from stage 1 boards to stage 2 boards?
-obtain and set up the Stage 2 BA Entry Control Board
* collect Stage 1 BA Entry Control Boards being used, and confirm all recorded information
* obtain a SITREP from Stage 1 BA Entry Officers
* stage 1 BA Entry Control Boards will remain in operation until BA crews exit and collect tallies
* new entries only will be entered on Stage 2 BA Entry Control Board
When should a BAST be put in place?
-At any incident/training where BA is worn
- Any incident where the IC deems it necessary to support firefighter safety
What are the responsibilities of the BAST?
- identify and notify staff and volunteers of hazards that may compromise firefighter’s safety
- immediately assist a firefighter in need of assistance
- maintain a continuous assessment of the operational risk and/or
- develop a contingency plan to rescue firefighters.
What is the optimum positioning for BAST?
at a location where they are available to the BAEO and are able to gather all information from the IC, Operations Officer or Sector Commander prior to deployment.
Who does the BAST Report to and communicate with?
Their delegated operation supervisor (Operations officer, IC)
They will liaise with the safety officer or BAEO to collect operational information to assess the incident as it develops
Who activates the BAST and when would the BAST be activated?
The Incident Controller or Operations Officer will activate the BAST when;
* receipt of wordback that a firefighter is lost or trapped
* receipt of a distress call
* confirmation of details from the activation of a Distress Signal Unit
* no reply to word back from Breathing Apparatus (BA) teams
* localised or total structural collapse
* flashover or backdraught fire phenomena overwhelming BA crews and/or
* at the discretion of the IC for any other developments.
What level PPC Do the BAST Wear?
Same level or higher than teams operating
