Maastricht Treaty?
The Maastricht Treaty-1992 (also called the Treaty on European Union) was signed on 7 February 1992 by the members of the European Community in Maastricht, Netherlands to further European integration.

European citizenship was created, allowing citizens to reside in and move freely between Member States.
A common foreign and security policy was established.

Expansion of EU?

It is the successor to the Cold War-era Coordinating Committee for Multilateral Export Controls (COCOM), and was established on 12 July 1996, in Wassenaar, the Netherlands, which is near The Hague.
The Wassenaar Arrangement is considerably less strict than COCOM, focusing primarily on the transparency of national export control regimes and not granting veto power to individual members over organizational decisions. A Secretariat for administering the agreement is located in Vienna, Austria. Like COCOM, however, it is not a treaty, and therefore is not legally binding.

new integrated food security scheme

To maintain uniformity and for the welfare of the beneficiaries, free food grains will be provided under PMGKAY for the year 2023.
All the beneficiaries of the AAY and PHH will be provided with free foodgrains.
The integrated scheme will strengthen the provisions ofthe National Food Security Act or NFSA 2013 in terms of accessibility, affordability, and availability of food grains for the poor.
PMGKAY will include the two subsidy schemes of the Department of Food & Public Distribution.
The subsidies include the Food Subsidy to FCI and Food Subsidy for Decentralisation procurement state dealing with procurement, allocation, and delivery of free foodgrains to the states.
Notification has been issued for making the price of foodgrains zero for AAY and PHH beneficiaries, resolution of technical issues at Fair Price Shops (FPS), advisory related to margin to the Fair Price Shop Dealers, and Zero Prices in the print receipts.
The Central Government will spend more than ₹2 lakh crore in 2023 as food subsidies under NFSA and other welfare schemes to remove the financial burden of the poor people

The parties agreed to large companies and financial institutions being subject to “requirements” to make disclosures regarding their operations, supply chains and portfolios.
Countries committed to identify subsidies that deplete biodiversity by 2025, and then eliminate, phase out or reform them.
They agreed to slash those incentives by at least USD500 billion a year by 2030 and increase incentives that are positive for conservation
All the agreed aims will be supported by processes to monitor progress in the future, in a bid to prevent this agreement meeting the same fate as similar targets that were agreed in Aichi, Japan, in 2010, and never met.
National action plans will be set and reviewed, following a similar format used for greenhouse gas emissions under U.N.-led efforts to curb climate change. Some observers objected to the lack of a deadline for countries to submit these plans.

In 2021, the Kunming Declaration was signed by more than 100 countries to ensure the development, adoption, and implementation of an effective post-2020 global biodiversity framework.
The theme of the declaration was Ecological Civilization: Building a Shared Future for All Life on Earth.
China invested about 230 million dollars to establish the Kunming Biodiversity Fund to support biodiversity protection in the developing countries.
The declaration referred to the ‘30 by 30’ target, that would afford 30% of the Earth’s land and oceans protected status by 2030.

- Tackle climate change through nature-based solutions
- Reduce the rate of introduction and establishment of invasive alien species by at least 50% by 2030
- Secure the safe, legal and sustainable use and trade of wild species by 2030

Indian navy commissioned the fifth diesel-electric Kalvari-class submarine Vagir.
It is among the six submarines being built by the Mazagon Dock Shipbuilders Limited (MDL), Mumbai, in collaboration with the French M/s Naval Group under Project 75. Four of these submarines have already been commissioned into the Navy and a sixth will be commissioned next year.
Vagir is a Kalvari-class submarine, which includes other vessels, such as the INS Kalvari, INS Khanderi, INS Karanj, INS Vela and INS Vagsheer. Of these, Kalvari and Khanderi were commissioned in 2017 and 2019, and Vela and Karanj were inducted in 2021. Vagir has now been commissioned and Vagsheer was launched in 2022 and is expected to be inducted next year.
Also known as Sand Shark, the submarine was delivered to the Indian Navy in December 2022.
The submarines in the current Kalvari-class take their names from erstwhile decommissioned classes of submarines named Kalvari, which included Kalvari, Khanderi, Karanj and Vela classes — comprising Vela, Vagir, Vagshir. The now-decommissioned Kalvari and Vela classes were one of the earliest submarines in the post-independence Indian Navy, which belonged to Soviet origin Foxtrot class of vessels.
Like Kalvari – which means Tiger Shark, Vagir has been named after a Sand Fish, a predatory marine species. Khanderi has been named after an Island Fort built by Chhatrapati Shivaji, which played a key role in his Navy. Karanj has also been named after an Island located South of Mumbai.

BrahMos Missile?
BrahMos missile, an Indo-Russian joint venture, has a range of 290 km and is the fastest cruise missile in the world with a top speed of Mach 2.8 (nearly three times the speed of sound).
BrahMos is named for the rivers Brahmaputra and Moskva.
It is a two-stage (solid propellant engine in the first stage and liquid ramjet in second) missile.
It is a multiplatform missile i.e., it can be launched from land, air, and sea and multi capability missile with pinpoint accuracy that works in both day and night irrespective of the weather conditions.
It operates on the “Fire and Forgets” principle i.e it does not require further guidance after launch.
In April 2022, an anti-ship version of the BrahMos supersonic cruise missile was successfully test-fired jointly by the Indian Navy and the Andaman and Nicobar Command.
In January 2022, an extended range sea-to-sea variant of the BrahMos supersonic cruise missile was test fired from stealth guided missile destroyer INS Visakhapatnam.

1. 69% decline in the wildlife populations of mammals, birds, amphibians, reptiles and fish, across the globe in the last 50 years
2. The highest decline in the wildlife populations (94%) was in the Latin America and the Caribbean region.
Africa recorded a 66% fall in its wildlife populations from 1970-2018 whereas the Asia-Pacific recorded a decline of 55%.
3. Freshwater Species populations globally reduced by 83%
4. Living Planet Index (LPI) showed that vertebrate wildlife populations are collapsing at a particularly staggering rate in tropical regions of the world.
5. Mangroves continue to be lost to aquaculture, agriculture and coastal development at a rate of 0.13% per year. Around 137 square kilometres of the Sundarbans mangrove forest in India and Bangladesh has been eroded since 1985, reducing land and ecosystem services for many of the 10 million people who live there.

PM-DevINE?
ecently, the Union Cabinet approved a new Scheme, Prime Minister’s Development Initiative for North East Region (PM-DevINE).
PM-DevINE was announced in the Union Budget 2022-23 to address development gaps in the North Eastern Region (NER).
It is a Central Sector Scheme with 100% Central funding.
The new scheme, to be implemented during the remaining four years of the 15th Finance Commission from 2022-23 to 2025-26 have an outlay of Rs.6,600 crore.
The PM-DevINE is in addition to the quantum of resources available for the development of the NE region. It will not be a substitute for existing central and state schemes.
The scheme will be implemented by the Ministry of Development of North Eastern Region through North Eastern Council or Central Ministries/ agencies.
