Explain the three types of self defense

National self defense
Defense of the United States, U.S. Forces and in certain circumstances U.S. persons and their property and/ or U.S. commercial assets from a hostile act or demonstration of hostile intent.

Level 1: OFFICER PRESENCE
Appearance, demeanor, verbal and non verbal communication that creates an atmosphere of compliance.
Ex: uniform, language, how you present yourself
Level 2: VERBAL COMMANDS
Commands in the form of task direction with consequences aimed at the subject.
Ex: “you can be subject to fines or arrest.”
Level 3: CONTROL TECHNIQUES
Techniques or actions WITH A LOW PROBABILITY of causing connective tissue damage, lacerations of the skin, broken bones .
Ex: pressure points, proper use of restraints
Level 4: AGGRESSIVE RESPONSE TECHNIQUES
Techniques or actions LIKELY TO RESULT in connective tissue damage, lacerations of the skin, broken bones, or produce irritation of the skin, eye or mucous membranes.
Ex: stunts, kicks, punches, take downs, chemical irritant
Level 5: INTERMEDIATE WEAPONS
Techniques or actions WITH A HIGH PROBABILITY of causing connective tissue damage, lacerations of skin, or broken bones.
Ex: batons, use of OC spray
Level 6: DEADLY FORCE
Any force that is likely to cause death or serious physical injury.
Ex: hitting someone and they don’t recover, gun, loss of limb

Passive resistor
Active resistor

Passive compliant
Follows the officers requests or verbal task directions
Passive resistor
Does not follow the officers requests or verbal directions, but offers no physical resistance to the officers attempt to gain control.
Active resistor
Does not follow the officers request or verbal directions, offers physical resistance that prevents or may prevent the officer from gaining control, but does not attempt to harm the officer.
Active aggressor
Attempts to harm or attack the officer.
What is 14 USC 89(a)
The Coast Guard may make searches, examinations, arrests, seizures, inspections, and inquires, upon the high seas and waters over which the United States has jurisdiction for the prevention, detection, and suppression of violations of laws of the United States.
