Purpose is..
Identify, develop and evaluate the competencies required to operate safely, effectively and efficiently in a commercial air transport environment.
To address most relevant threats according to evidence collected in accidents, incidents, flight operations and training.

Training and assessment based on oeprational data that is characterized by developing and assessing the overall capability of a trainee across a range of core competencies rather than by measuring the performance in individual events or manoeuvres
