Step 1 - identify - discuss with stakeholders (surveys)
Step 2 - define - clearly state the benefits, include suitable measures
Step 3 - plan benefits realisation - baseline measures links to outputs, actions required
Step 4 - track and realise benefits - monitor current values and plans for realisation, monitor BAU post transition
