Q

Instrument Error and Refusal (What can or cannot the subject request when using a defective instrument? When an error occurs how much data is kept and is any documentation created?)

A
  • A sample blown into a defective instrument does not relieve the subject of the requirement to five a full test at another instrument. (Subject is required to provide two valid samples on the same instrument)
  • If an error occurs, the instrument will record all data up until the point an error occurs (no document will automatically be generated)

17
Q

DUI Interview (Key information for the Liquor and Cannabis Board)

A
  • Obtain and enter specific drinking location, this is how the Liquor and Cannabis Board determines which establishments may be overserving
18
Q

DOL Paperwork (Time frame for submission. Result levels for all 4 categories of DUI)

A
  • Within 72 Hours send copy of report to SwornReports@DOL.wa.gov
  • All four results need to be greater than or equal to 0.08, 0.02 for minors, 0.04 for CDL, and refusals
19
Q

DRAEGER PRINTER (How many days do you have to reprint an evidentiary breath test?)

A
  • The operator will be able to reprint an evidentiary breath test document for up to 90 days after the breath test
20
Q

DRAEGER TECHNOLOGY (2 types, what is produced by a good test?)

A

Uses dual technology:
+ Infrared spectroscopy (IR)
+ Electrochemical (fuel cell) – EC (Similar to PBT)

Prints an Evidential breath test document

21
Q

PBTs only utilize …

A

Fuel Cells (electrochemical)

22
Q

What should the status of the mouthpiece be

A

Heated breath tube (should be warm or hot to the touch when ready)

23
Q

When can you use a pen or cuff key on the Drager screen

A

Never

24
Q

o Beer/Lambert Law

A

The concentration of ethanol in a sample is proportional to the IR light absorbed by the subject’s breath sample

25
Q

How many tests are done in each phase

A

2 blank tests and 2 checks per test … so … since two testing runs are done, 4 of each are done

26
Q

When are errors automatically printed

A

Never

27
Q

Internal and External Standards (Who sets these? What is checked by each standard?)

A

Internal standard is set by the BAC Technician
- During a breath test the internal standard must be “verified”

The external standard checks the accuracy of the instrument at the time of your subject’s breath rest
- Results must fall between 0.072 – 0.88 inclusive

28
Q

How to Achieve Consistent Breath Samples

A

Similar and consistent samples can be achieved by instructing the person on how to provide a sample also known as “good coaching”
- Deep lung air versus shallow lung air

“Blowing not allowed”

29
Q

First Subject Sample (How long do you have to complete the sampling once calibrated? What will be shown if testing starts prior to being prompted to test?)

A
  • Instrument will time out after 2 minutes If the sampling parameters have not been met
  • Will display “blowing not allowed” if the subject starts blowing before prompted
30
Q

Sample Detection (What is the acceptable limit beyond the mean for samples?)

A
  • Samples outside 10% will be displayed if the samples don’t fall within the acceptable limits (within 10% of the mean)
31
Q

15 Minute Observation Period (What restarts observation?)

A

If the subject puts something in their mouth, vomits, or you lose visual observation of the subject. Perform a new mouth check and start anew 15 minutes observation period.

32
Q

Data Entry (What must be satisfied prior to data entry? What time telling method should be used and which time telling device?)

A
  • The officer is required to ensure the 15 minutes observation period is satisfied
  • Use 24-hour time, and the clock on the Draeger Screen
33
Q

Completed Test (What to do if breath test document doesn’t print)

A

If breath test document doesn’t print

  • Confirm the printer icon displayed on the bottom right of the screen
  • Check the paper tray for paper supply
  • Check power supply to ensure printer is on …
34
Q

Invalid Sample (What must be done by the operator, correct order required)

A
  • The operator MUST complete a new mouth check … and begin a new 15-minute observation period … and run the test again
  • KNOW THE ORDER OF THESE 3
35
Q

Interferent Detected (What is the most common interferent?)

A
  • Acetone is a known interference with breath a sample and can be detected
36
Q

Preliminary Breath Test (What is it? Who is it approved by?)

A
  • Useful tool for establishing PC for arrest
  • Approved in WAC
37
Q

What does the subject have a right to, prior to testing

A

right to an attorney

38
Q

Blood Draw Process (7 steps)

A
  • Officer provided 2 grey-top blood vials
-Verified the expiration date on vials’
  • Observe the staff member clean the draw site and note the cleaning solution used
  • Where was the blood drawn?
  • Position of the defendant (seated, lying down)
  • Full name of the staff member drawing the blood
  • Officer shall observe the draw and note the time of the draw
39
Q

Internal Diagnostics (3 scenarios where a document will print)

A
  • Valid test
  • Refusal test
  • incomplete Test
40
Q

Indicators of a Good Faith effort

A
  • Breath volume bar on the screen
  • Air flow through the breath tube
