This is where everyone, regardless of their background, is given an equal opportunity to achieve success in life.
What someone achieves in life should be a result of their hard work and talents not their birth.

The difference between the two statements is the need to undertake making reasonable efforts to learn the English language, if it is not their native language. Also, the understanding that, if in the future they meet the legal qualifications for becoming an Australian citizen and the application is approved, people will need to pledge loyalty to Australia and its people.
