Henry was cautious and hesitant in policy

A

In the case of the prohibition of payments of annates, e.g. the policy was suspended for a yr and then only applied with the king’s approval. Henry still hoped to use annates as a bargaining chip in his negotiations.
Fear of excommunication -meant that oaths of loyalty taken by his subjects no longer applied, and that rebellion could be sanctioned, or even regarded as a duty, by the church.
