What is the role of the ground controller?

Automatic Terminal Information Service
The provision of current, routine information to arriving and departing aircraft by means of continuous and repetitive broadcasts during the hours when the unit responsible for the service is in operation.

Authorised to land if pilot is satisfied there is no collision risk.

Authorised to take off if pilot is satisfied there is no collision risk.

Give way to other aircraft and continue circling

Stop

Return for landing
