Assessment of Environmental Effects (AEE) Flashcards
Important aspects when defining the activity:
- document what is being proposed into its varies parts (land use, water, discharges)
- understand the scale of the various parts of the activity
- methods that affect how activity is described
- duration
Determine activity status:
- check the rules
- find out activity statues and the clauses/ conditions of each rule
- arrange to meet council planners
Conditions/ clauses attached to the rules can be used for:
guidance on the matters when considering the potential adverse effects.
What is an Assessment of Environmental Effects?
An accurate and objective statement about the effects of your proposal on the environment.
What does the AEE take account of?
Whether the proposal has avoided, mitigated or remedied any adverse effects on the environment and people.
What needs to be included in an AEE?
- activity description
- assessment of effects on environment
- location of effects, description of alternatives
- risks from hazardous substances and installations
- assessment of contaminant discharge and effect
- how adverse effects may be avoided etc.
- persons affected, consultation
- control/ proposed monitoring of effect

How do I identify an effect?
Group headings under types of effect:
- land, water, flora, and fauna
- people
- infrastructure
- traffic and parking
- cumulative effects
How do I rank or quantify an effect?
Simple scaling tool:
- no effect
- minor effect
- major or significant effect
- critical effect
What is permitted baseline?
What is permitted to occur without resource consent. Effect compared to what effect could occur as a result of permitted activity.
What is existing consented activities?
A consent activity that is part of the existing environment and the assessment needs to account for the effects of that activity before adding the effects of the proposed activites
The consent processing process:
- receipting the application
- initial investigations
- notification or non-notification
- draft conditions
- final decision
