It was established in 1996 at the first summit in Bangkok.
Interregional forum which consists of 27 members of the EU, 19 Asian states and 2 IOs namely European Commission and the Asean Secretariat
Background
July 1994, European commission stressed the importance of modernizing Europe’s relationship with Asia and of reflecting properly its political, economic and cultural significance
What is ASEM?
It is an informal forum of dialogue and cooperation
It addresses political, economic and cultural issues with the objective of strengthening the relationship between the two regions, in a spirit of mutual respect and equal partnership
Asem process
ASEM has summit meetings which is held every second year in Asia and Europe Alternatively
Summit meetings is the highest level of decision making in the process
Asem process is further carries forward through a series of ministerial and working level meetings

Political
Political dialogue is a my element of the asean process.
It has become a privileged framework where asian and european countries can discuss global issues on the international agenda such as terrorism, WMD, migrations, environment, human rights, globalization.
Economic
Reinforce the economic partnership between Europe and Asia.
WTO-related issues are always high on the agenda, with discussions focusing on globalization and sustainable development.
Foster cooperation on the issues of reduction of barriers to trade and investment.
Social, cultural and educational
Called for the strengthening of cultural links between Asia and Europe for the promotion of greater awareness and understanding between two regions.
Informality
It provides a open forum for policy makers and officials to discuss any political, economic and socio-cultural issues of common interest
Multi-dimensionality
It covers the full spectrum of relations between the two regions and devotes equal weight to political, economic and socio cultural dimensions
Dual focus on high level and people to people
It provides platform for meeting of heads of states or government, ministers and senior officials and went an increasing focus on fostering contacts between societies in all sectors in two regions
Emphasis on equal partnership
It avoids any aid-based relationships taken forward under our bilateral relations in favor of a more general process of dialogue and cooperation based on mutual respect and mutual benefit
ASEM’s function in the trade pillar
Asem process should complement and reinforce efforts to strengthen the open and rules based trading system embodied in WTO
Facilitation and liberalization measures will be taken to promote greater trade and investment
Asia-Business forum will be established to encourage business and private sectors in order to strengthen cooperation and increase trade and investment
