implementation

Iron Triangles

Policy coordinating committees (PCCs)
Committees created at the sub-Cabinet level to facilitate interactions between agencies and departments to handle complex policy problems
The Homeland Security Council PCC is an example of a policy coordinating committee.

The ability of bureaucrats to make choices concerning the best way to implement congressional or executive intentions

a department or other government agency that directly supports the work of the government’s central executive office
There are fifteen Cabinet departments who all have major responsibilities.

A system of hiring and promotion based on the merit principle and the desire to create a nonpartisan government service.

Department of Homeland Security
a cabinet department of the U.S. federal government with responsibilities in public security, roughly comparable to the interior or home ministries of other countries

Federal Bureaucracy

The federal bureaucracy is also called the “fourth branch of government.”
Government corporations
A government organization that, like business corporations, provides a service that could be provided by the private sector and typically charges for its services. (i.e. The U.S. Postal Service)
The government corporations charge a fee for their services.
