A

Think about how water expands as it freezes and how much our weather changes in Michigan-it is warm one day then the next day it is freezing the next.

Michigan has more potholes than Florida because water freezes in the pavemant and water expands when it freezes.Michigan changes temperature so often and so unpredictably that the water keeps expanding and contracting, breaking the pavemant in the process.Florida’s weather does not vary as much, so the pavement does not expand and contract with the water
