The new mining and cattle towns which lead to lawlessness in the earlier years. Lack of reliable law enforcement officers and the government saw no logical reason for them to spend money on better ones

The west was dominated by a primitive code of honor it was your responsibility to settle things yourself you had no duty to retreat in confrontation due to the fact many westerners carried guns this meant there was always potential for gun fight. Also shooting of a man in self deference was not against the law.

Different groups in society such as the cowboys and the homesteaders and the ranchers miners cattle barons therefore this often lead to conflict over the economics in the society

Travels was slow and this meant law officials had to travel great distances to enforce the law often making it hard to do so.
