It allows for cases to be appealed from state to federal courts if there is a constitutional issue involved

The federal government would assume state debts the south was very happy because they had already paid off most of their debts so the capital would be moved to the south (Washington DC) as a compromise

It was a tax on whiskey - it was designed to set a precedent that the new US government WOULD enforce laws and crush the whiskey rebellion
