Why does Italy being a HIC make the response better?
Italy’s wealth allows it to have more hospitals, better trained and more rescue workers and better equipment; all of which increase response time and save more lives.
How does Italy’s money (HIC) allow it to prepare for earthquakes?
The country can afford to build earthquake-proof buildings with features like shock absorbers and cross braces that are less likely to collapse on people during an earthquake. Additionally, it can afford to plan ahead for an earthquake and plan a response, resulting in less deaths.
