What were the changes to Local Government?
Appointed Land Captains - override Zemstva decisions, responsible for law enforcement in countryside. 1890 - Zemstva under government control. Mayor and MPs became state employees.
What were the changes to Policing?
Okhrana. Number of police increased. Recruited counter spies. 1882 - Statue on Police Surveillance, gave them much more power.
What were the changes to Judicial System?
1885 - Minster of Justice had greater control. 1887 - hold closed court sessions.

1884 - Employees appointed by ‘religious, moral and patriotic orientation’. Closed universities to women. Not open to all. Controlled by Orthodox Church.
What were the changes to Censorship?
Newspapers closed down. Life ban on publishers and editors. Literacy publication had to be approved. Russification enforced in theater, art and culture.
What were the changes to Emancipation?
1881 - reduced redemption fees and cancelled debts of some ex serfs. 1885 - poll tax abolished and inheritance tax introduced.
