A

establishment of emergency powers put Russia in a state of repression. give Russia more centralised power, ministers could do more or less what they wanted if they considered public order to be at threat
-restricted gatherings of more then twelve people
-arrest anyone for political crimes
-emergency police
-set up courts outside the judicial system
-censorship was tightened
