On Ground and In Flight with low differential - OPEN
In Flight - Closed (Air routed to FWD cargo)

Will be commanded open in flight with:
- Any Pack HIGH  -and-
- Recirc Fan OFF (Right Recirc in -800)
Also when:
- FWD Cargo Fire Alarm
