Was weak at home so didn’t want further strain on resources. Had to use army to put down rebellions
Didn’t want to antagonise other rulers due to threat of invasion + economic issues
Support at home due to ending Wars of the Roses

How did he do so?
Needed to improve financial situation at home to become more secure at home + abroad
Trading cloth with Burgundy + commerce treaty with Brittany

Made England + Tudor dynasty’s position more secure
Would have allowd for more trade, alliances, etc.
Would deter invasion
Not major concern although pursued where possible
