. The Act made it illegal for employers to hire people who weren’t worth the minimum wage because they lacked skills.
. As a result some 500,000 African Americans lost their jobs, specifically in the south as they were largely unskilled.
What taxes and payrolls discouraged employers to hire new employees?
. Social security excise and taxes on payrolls discouraged employers from hiring.
. If they did hire they would be looking for higher skilled workers which meant most blacks had no chance of receiving a job since they were, portly educated, unskilled labourers.
